For over 25 years, the City of Winnipeg Film & Special Events Office has supported local, national, international film and television productions, major events, festivals, and sporting competitions. Our team provides logistical coordination, industry connections, and concierge-style support, helping projects navigate City requirements from planning through delivery. Our office works closely with production companies, event organizers, City departments, industry partners, stakeholders, all levels of government to coordinate permits, locations, municipal services, traffic and road requirements, other logistical needs.

Kenny Boyce, Manager, Film & Special Events
With more than 25 years of experience, Kenny is a leader in major event management, film attraction, and destination development. His experience includes the Pan Am Games, North American Indigenous Games, , Grey Cup festivals, Royal Visits, and Winnipeg’s JUNO Awards. Kenny works collaboratively to deliver complex projects and showcase Winnipeg as a world-class destination.

Shelly Anthis, Film Liaison
Shelly brings more than 20 years of film industry experience in producing, casting, location management, and scouting. She provides practical support to productions navigating filming in Winnipeg.

Sheldon Cameron, Events Liaison
Sheldon supports event organizers with municipal coordination, logistics, and City services to help deliver successful events throughout Winnipeg.

Our Role

The Film and Special Events Office serves as a central point of contact between the City and event organizers and production companies. We help coordinate the many City services required to bring productions and events to life while balancing the needs of residents, businesses, visitors, and the broader community.

Our goal is to make Winnipeg a welcoming, accessible, and production- and event-friendly city for local, national, and international projects.
